Given the present and continuing social and financial constraints, our willing is:

• persist doing our best so as to ensure quality educational services that are accessible to all (education of all),

• cater for every child's special educational needs, respecting the child's diversity,

• combat educational exclusion and dropout which cannot easily be reduced as poor families are unable to keep children to school,

• fulfill our obligation in providing young people who will be responsive to the main dilemmas of their century and ready to act in a very complex ethical environment.
